Guild Wars 2 is all about building your character, unlocking the abilities you want, and creating the character you want to play as. Most hero points can be obtained without additional requirements, but several are locked behind specific masteries, which you can't get without completing the first story mission of the corresponding expansion. By the time you hit level 80. You will have enough hero points to unlock everything available. So for now just put points into things that seem interesting/fun to you.
